This project has selected the key performance indicators (KPIs) of “Municipal Waste Bio-energy Center” pilot plant with the consideration of by 6 items, which are stable operation, product quality, environmental innocuousity, carbon reduction, energy alternativity, and economical benefit. “Carbon emission ratio of pilot plant to incineration plant is less than one” and “energy return on investment (EROI) is more than one” were decided as the KPIs of the pilot plant. The economic benefit of pilot plant operation was also analysed in this project. The net present value (NTD 40,400,000) was much more than zero and the benefit-cost ratio (1.07) is much higher than one. It means the plan is worth to be carried out. Furthermore, the benefit of recycle item is about NTD 13,005,000 per year and the benefit of selling bio-coal is about NTD 9,360,000 per year. The project also planned the demonstration plan of 2013, and confirmed that would be necessary to promote “The demonstration plan for the transformation of refuse incineration plants to bio-energy centers.”
